Subject: annoucement 24R – China Customs 24 hrs Rule Implementation (Decree N° 172)

 


Dear customer

As from January 1st, 2009 the Chinese customs formally applies for all Chinese port for ships directly calling to, requiring all cargo information (Manifest) to be reported 24 hours before loading. However, from January 1st a so-called Transit period till January 31st 2009 will be applied. The Chinese customs will designate during this period some Liner companies to join a pilot. If Cosco will be selected this will also apply to the entire CKYH Alliance, including its slot charters.
From Febr.1st to March 31st, 2009, a parallel phase will be applicable for the Carrier and Trade which is selected. From April 1st, 2009 the implementation will be introduced in full.
If we have more information we shall notify the implementation date immediately and the below mentioned provisional procedure will start.

Since the Chinese customs within 24 hours after receipt of the manifest can come back with a DONOT LOAD or rejection, a safety margin with regard to an administrative closure of the manifest will be adhered.
An example timetable for the departure from Saturday until Monday:
Administrative closing: Wednesday 12.00 am for instructions.
Container and sealnumber not later than: Thursday 12.00 am
Send 24R manifest: Thursday 16.00 am (China time 23:00 pm)
Reporting back 24R: Friday China time = 23.00 hours Friday 16.00
Loadinglist to send to terminal Friday before 17.00 pm

The physical presence of the container at the terminal can be set at 24 hours before arrival of the deepsea ship in theory, but the container number and sealnumber have to be known to us at the time of the administrative closing Thursday at 12.00 am.
Each container to have a valid customs declaration on arrival at the terminal.
Containers supplied after this closing will not be loaded anymore for this sailing and will roll to the next sailing. This may have affect on the storage, if it exceed the free period.
Containers (dry boxes) allowing seven days for entry ship, free of cost, delivered at the terminal. The cargo opening and closing time can be consulted on the website of the ECT (http://www.ect.nl/) tracing object status. By clicking on the name of the ship you get the underlying information.
